Look at how poorly he's made! They had to use L-brackets riveted to the outside to hold his body panels together. That's certainly not representative of the perceived precision of German engineering.
His expression doesn't look angry as much as it looks... insistent.
Maybe he was constructed hastily in order to quickly serve warning about the ceiling-mounted missile launcher bleeding through the back of the page.
